			<content:encoded><![CDATA[<p>United Technologies Corp withdrew its $2.64 billion bid for Diebold Inc , grumbling that management of the No. 2 manufacturer of automated-teller machines had drove back its negotiation attempts.</p>
<p>Diebold shares decreased as much as 16.7 percent arriving at their lowest point since United Tech made its unsolicited $40-per-share bid in February &#8212; before recouping to trade down 7 percent. Diebold management had disapproved that offer as opportunistic and too low.</p>
<p>United Tech, the world&#8217;s largest maker of air  conditioners and elevators, issued a copy of the letter publicly.<br />
In the months since Diebold first repelled its offer, United Technologies management had stressed that they did not consider the deal as vital.</p>
<p>It does reinforce a confident opinion that United Technologies looks at acquisitions prudently and isn&#8217;t going to cast off stockholder money out the window.  United Tech, which last week produced its quarterly dividend 20 percent, is due to report third-quarter financial results.</p>

<p>The commission had counted auctioning off the frequencies in the 2,155-2,175 MHz band and demanding the winner to offer free Wi-Fi across the United States. Wireless carriers had been contradicted to this move because of potential intervention.</p>
<p>In particular, T-Mobile was concerned that the Wi-Fi would interfere with the Advanced Wireless Services-1 spectrum it lately bought for more than $4 billion. The FCC conveyed interference tests in early September near Seattle, and its Office of Engineering and Technology released a report  viewing these concerns were mature.</p>
